Themed #45 - You Can Say That Again

I'm guessing 17-across was the entry that gave me the idea. Any time I can work in something related to Seinfeld it's an added bonus. Coming up with the theme answers led me to realize there are a lot of these repeated sayings. I wonder what draws us to "create" these types of phrases. Guess they are easy to remember.
